Within the town of Lake Cowichan the cheapest housing is the older stock on the streets away from the river, and the manufactured homes in the parks. Both put you within walking distance of the grocery store, the school and the medical clinic, which out here is worth more than it sounds, because the alternative is a drive to Duncan for everything.
Further out, the far end of Youbou and the back roads behind Honeymoon Bay are where the numbers get lowest. More land, more trees, more quiet, and a well, a septic field and a road that may not be publicly maintained. Mesachie Lake sits in the same category, small and inexpensive and a genuine community if that is what you are after.
Run the monthly number before you decide. Fuel for two vehicles on a 30 minute drive to Duncan, heating an older and leakier house through a wet winter, and insurance that costs more the further you are from a fire hall. Sometimes the cheaper property still wins comfortably. Often it does not, and 10 minutes with a calculator settles it.
