Two Routes South Instead of One

Every other Cowichan Valley community depends on the Malahat to reach Greater Victoria. Mill Bay does not. The ferry across Saanich Inlet gives it a second option, and on an Island where a single highway closure can strand a whole region, having a genuine alternative is worth real money.

Both lists come back to the same asset. Mill Bay charges for its access south, and for the right household that is money well spent.

The vehicle ferry from Mill Bay to Brentwood Bay crosses Saanich Inlet and lands on the Saanich Peninsula, bypassing the Malahat entirely⁶.

It is not a substitute for the highway in capacity terms and it is a genuine alternative for an individual household. It matters most when the Malahat closes, and for a commuter with the right schedule it can be the preferred route rather than the backup. Sailing frequency and service levels are worth checking directly, as they change.

The Parts of Mill Bay

The community runs from the highway down to the water, and the position changes both the price and the daily pattern.

Mill Bay carries the shopping centre that serves the whole south end of the valley, including groceries, a pharmacy, banking, restaurants and professional services.

That makes it the practical service centre for Cobble Hill, Shawnigan Lake and the Malahat as well as for itself. What it does not carry is a hospital, and the valley's 24 hour emergency department is approximately 20 minutes north in Duncan¹.

Public schools serve the community and Brentwood College, an independent boarding and day school, sits on the waterfront here. It draws families, staff and boarding students from well beyond the valley.

That presence has an effect on the community beyond education. It supports local employment, brings people to the area who might not otherwise consider it, and contributes to a housing market that behaves slightly differently from the rest of the south valley.

Mill Bay is the closest valley community to Greater Victoria, either over the Malahat or across the water³. That is why it prices as it does and why so many households here work south.

Anyone planning that commute should test both routes properly. The Malahat in February at a weekday peak is a different road from the Malahat in July, and the ferry has a schedule that either fits a working day or does not. Neither is difficult and both reward being tried before being relied on.

Mill Bay generally sits at the higher end of Cowichan Valley pricing, which reflects the southern position, the ferry, the shopping and the schools. It remains below comparable Greater Victoria neighbourhoods, which is the point.

Servicing varies. Parts of the community are on community water systems and parts on wells, with septic common on the larger lots. That is worth confirming property by property, because it changes the running costs meaningfully.

Retail, education including the college, health services, the trades, hospitality and marine work carry the local employment, and the shopping centre supports a substantial service economy for the south valley.

A large share of working households commute to Greater Victoria, which is the defining employment pattern here and the main reason the community exists in its current form.

Housing here spans waterfront and view property above the bay, established detached stock through the community, semi rural lots on the edges and a reasonable supply of attached and smaller housing near the shopping centre.

That attached supply, together with the services in walking distance of parts of the community, makes Mill Bay one of the more practical south valley choices for a household expecting to want something smaller later.

It is not unlimited and it changes. The sensible step is to check what actually exists at the point of the decision, and to weigh the flatter ground near the centre against the slopes above the bay for a longer horizon.
