Greater Victoria Area Real Estate Market Overview
This is the capital of the province, and the government payroll behind it gives the region something no other market on the Island has. Employment that does not rise and fall with lumber prices or tourist seasons. A university, a naval base, a hospital system and a legislature all sit inside these boundaries.
What it does not have is a single council. Victoria, Saanich, Oak Bay, Esquimalt, the four Westshore municipalities, the three on the Peninsula and the rest each set their own rules, their own taxes and their own approach to building. Amalgamation gets raised every few years and goes nowhere.
That fragmentation is why the regional figure is close to useless. A new subdivision in Langford and a heritage house in Rockland answer to entirely different councils, different zoning and different buyers. Averaging them describes a place nobody lives.
