The City of Victoria proper is small. Saanich next door has more residents and many times the land. What the city has instead is the legislature, the harbour, the tourism, the university students who live here rather than out at the campus, and most of the region's apartment stock.
That density is why this market behaves unlike anywhere else on the Island. A large share of what trades here is strata rather than freehold, and the buyer is often someone who wants to live without a car rather than someone who wants a lawn.
Condominiums and character houses in the same figure. A tower unit downtown and an Edwardian on a Rockland street are both Victoria sales. Averaging them produces a number that describes neither, and the neighbourhood reports are where it starts being useful.
